...That is strange to me. Their crimes are considered by your leader serious enough to warrant death, but they are not used as a deterrent by letting others see the consequences?
Their deaths are announced already, why do they need to be shown? Plus if a local official is shown to be bloodthirsty they might not win their next election.
Besides that, I don't think it even happens that often anymore. Usually people go to prison for their crimes.

Yeah. Pretty much every kind of leadership position from the top-down does it. Local leaders, country leaders, you name it. The only exception is the Emperor and that's a ceremonial title only, he doesn't hold any actual power to lead the country.
It's not perfect, but it helps us keep from getting stuck with one corrupt leader.
Even if someone corrupt is voted in, he or she won't last long. Elections happen every few years for that exact reason.
The trade off is that there's no super-long stretches of stability. Every few years there's transfers of leadership and the first few months after can be a little rocky.
Yeah. Even a person with the best of intentions can become corrupted by power if they are given plenty of it without accountability to keep them in check.
That's exactly the kind of thing that elections are supposed to prevent! An unaging leader who leads for thousands of years will stagnate at best, or fall into corruption at worst!
